A Practical Guide to NQM Tender Response

The National Quantum Mission's (NQM) tender pipeline is now active enough that any deep-tech firm working in the quantum or HPC space has either already responded to one or is about to. This is a short, practitioner's guide to what we have learned — both from authoring DPRs for state quantum policy submissions and from running technical authoring on NQM-adjacent tenders.

The guide is structured for two audiences: technical leaders preparing to respond, and institutional sponsors evaluating proposals. The patterns are the same from both sides of the table.

Treat the tender as a technical document with a procurement wrapper

The single most common failure mode in NQM tender responses is to treat them as procurement documents with a technical wrapper. They are not. The technical case is the case. The procurement structure (GFR, GeM applicability, tender format) determines how you express the technical case — but it does not change what the technical case must contain.

A useful rule: if your response would not be persuasive to a quantum scientist, it will not be persuasive to the technical evaluation committee. The committees are increasingly staffed by people who have published in this area.

What strong responses share

Across the responses we have authored or supported, the strongest share five characteristics:

  1. A first-principles articulation of the workload. Not "we will deploy quantum simulation," but "this programme requires up to N-qubit statevector simulation with realistic noise channels for chemistry workloads of class X, with throughput targets of Y per quarter, and these are the implications for HBM, NVLink fabric, and software stack."
  2. An honest treatment of risk. Every NQM-class programme carries technical risk. Strong proposals enumerate the top five risks, name them in plain language, and describe the mitigation. Weak proposals claim there is no risk.
  3. A capability-transfer plan. The mission's industrial vision is explicitly about building Indian capability. Proposals that frame the engagement as a transaction — "we deliver, you accept" — score poorly. Proposals that frame it as a multi-year capability transfer score well.
  4. A traceable team. The named technical leads must have published, deployed, or otherwise demonstrably done the thing the proposal describes. The procurement evaluation reviews CVs more carefully than most respondents expect.
  5. Operational realism. The work plan must be achievable on the proposed timeline with the proposed team. Aggressive timelines are scored down, not up.

The DPR question

A Detailed Project Report is a different animal from a tender response, but the discipline overlaps. A DPR is, fundamentally, an answer to four questions:

  1. Why this programme, why now, and why this institution?
  2. What, in technical and operational specifics, is the programme?
  3. What does it cost — capex, opex, and human capital — across a five-to-seven-year horizon?
  4. What is the risk profile, and how is it managed?

The DPRs we have authored for state quantum policy submissions have all turned on the second question. State governments — and the central agencies reviewing those submissions — are sophisticated readers. They have seen enough thin DPRs to recognise depth when it appears. They reward it.

Specifically, depth in:

  • Workload-driven sizing. A DPR that says "we will procure 256 GPUs" is weaker than one that says "the programme's chemistry workload class requires X TFLOPs at Y memory bandwidth, sustained for Z hours per week, which implies the following cluster sizing under conservative utilisation assumptions."
  • Software-stack specifics. Naming CUDA-Q, cuQuantum, Qiskit, Cirq — and explaining how they fit together — is far stronger than vague references to "a quantum simulation platform."
  • Operational architecture. Schedulers, quotas, observability, on-call posture, security. These are not afterthoughts in a serious DPR.
  • Capability-building cadence. Cohort sizes, curriculum, instructor sourcing, certification pathways. The programme's people line items deserve as much attention as the hardware line items.

Common pitfalls

A short list of patterns we see repeatedly in weaker responses:

  • Single-vendor lock-in by accident. Proposals that describe their stack in vendor-specific terms throughout, then claim vendor-neutrality in one paragraph at the end, are not credible.
  • Underestimating power and cooling. Multi-GPU clusters have non-trivial power and cooling envelopes. Proposals that gloss over rack-level integration, PUE, and operational power costs are flagged.
  • Vague deliverables. "We will deliver a platform" is not a deliverable. "We will deliver a multi-tenant CUDA-Q-based platform supporting up to 32-qubit statevector workloads, with the following user-visible features (enumerated), the following operational features (enumerated), and the following SLAs (enumerated)" is.
  • Weak or absent acceptance criteria. Every major deliverable must have measurable acceptance criteria the evaluator can verify. Without those, the entire engagement becomes a renegotiation.
  • Generic capability-building. "We will train the team" is not a programme. A serious training programme has cohort definitions, curriculum modules, instructor profiles, and assessment criteria.

Working with systems integrators

Many NQM-adjacent tenders are won by Tier-1 systems integrators (SIs) who then engage specialist deep-tech partners — like us — for the technical core. This is, in our experience, a healthy pattern. The SI manages the procurement, programme management, and customer-facing accountability; the specialist owns the technical depth.

For specialist firms working with SIs, two things matter most:

  1. Joint authoring of the technical sections. Sections the SI writes alone tend to read like generalist consulting. Sections the specialist writes alone tend to lack procurement discipline. The strongest sections are jointly authored.
  2. Clear technical accountability in the response itself. The proposal must name the specialist firm and named technical leads in the technical sections. Evaluators look for this; vague "and our partner ecosystem" language scores poorly.
